The Decrees through which the indicated restrictions are agreed, define alternative measures for: vehicular or pedestrian circulation for the acquisition of essential goods: food, medicine, medical products; transfers and displacements of vehicles and people on the occasion of activities that cannot be subject to suspension in accordance with current regulations; as well as the establishment of sanitary corridors.

Local and regional governments may impose additional restrictions, including limiting intercity or interstate vehicle travel.

Regularization - Other nationalities

Migrants who are in an irregular migratory situation are those who:

  • They have entered the country without a corresponding legal visa.
  • For sites not enabled.
  • They stay in the country after the time allowed for their stay has expired.

Those who fall into these categories must submit the following documents to one of the offices of the Administrative Service for Identification, Migration and Immigration (Saime):

  • Original and valid passport with a minimum of six (06) months before expiration.
  • Regularization application form (will be delivered at the time of carrying out the procedure)
  • Proof of payment of the tax units corresponding to the procedure requested in favor of SAIME.
  • Proof of lawful means of living: proof of work or personal balance made by a public accountant, original and current.
  • Certificate of Criminal and Judicial Records from the country of origin of the applicant.

The registration will end when the interested foreign citizens submit the required documents and the identification entity gives them a proof of receipt (this proof does not give them status in the country), it will only serve to subsequently withdraw their travel document (Passport ), with the migratory status granted, if appropriate.

Permanent residence in the receiving country

  • investor (TR-I): people or representatives of companies, who show through a reliable document, that contacts have been established and that the investment has been accepted by the corresponding official Venezuelan organizations.
  • Venezuelan family member (TR-FV): spouse of the Venezuelan, provided that the marriage was celebrated abroad and registered with the Venezuelan consular office, to children under the age of 18 who are not emancipated, to parents and in-laws, previous irrefutable verification of the family bond.
  • annuitant (TR-RE): It will be granted to non-migrants, who live on their legal income or pension, with a monthly income equivalent to US$ 1,200.00, generated abroad.

In addition, the authorization of those who exercise their representation must be issued in an authenticated document or by the Council for the Protection of Children and Adolescents.

If those responsible are abroad and wish to authorize their representative to travel with a third party, they must go to a Venezuelan consulate or embassy with notary functions for certification, otherwise, go to a foreign notary. The authorization must be certified in The Hague and translated to be valid in Venezuela. Children and adolescents are exempt from paying consular fees.

The Consulate can only process travel authorizations to leave Venezuela, by air, in the following cases:

  • Children and adolescents who are domiciled in Venezuela and leave for a tourist trip for less than 90 days. There must be a return ticket.
  • Children and adolescents who reside in another country with their parents and make a family visit trip to Venezuela with return to another country. There must be a return ticket.

In the case of children and adolescents of Venezuelan or foreign nationality with legal residence or in process and those who, without being so, are found to reside in the country, they will require the express authorization of their legal representatives, by presenting a travel permit for minors. old.   • the Council for the Protection of Children and Adolescents (LOPNNA): to process this permit, the agreement between the parents is required, in addition to presenting the requirements for the entity to grant the permit and it lasts between 3 and 7 days management;
